The FAL NETWORK’s Driving Group focus its Agenda of Local Authorities in the 2nd FAL – O Getafe 2010
The FAL NETWORK’S Driving Group gathers on the days prior to the Copenhagen Summit. To this meeting also attended Via Campesina, an international reference of the struggle and the initiatives concerning the climate and financial crisis. The debate focused on the role of the Local Authorities in the management of the environmental resources and in relation to the Climate Change. Given the lack of fixed engagements and the intention to buy pollution rights granted by the G8, the FAL considered the Copenhagen Summit finished even before it started to be held in the Danish capital.
The 2nd FAL – O Getafe 2010 will host the UCLG Commission for Social Inclusion and Participatory Democracy’s first meeting of the year, the constituent meeting of the Network of Local Authorities for the Water as a Fundamental Human Right and the 3rd National Spanish Participatory Budgeting Assembly.
The preparation of the second assembly of the FAL Outskirts was one of the main points of the meeting. The FAL estimates that this will be one of the main global events of 2010, as the local authorities, whether outskirts’ authorities or not, will gather in the metropolis of Getafe to evaluate, debate and create common agendas for the governments of outskirt cities.
As a result of other debates about the agenda, it was decided to hold the World Urban Forum prior to the 2nd FAL – O. This forum will be organised by Un-Habitat and it aims at boosting the common creation of a Charter Agenda for the Right to Citizenship and an International Platform for Participatory Budgeting. In this sense, the Portuguese In-Loco Association proposed to act in a more practical way by creating a world map of cities engaged in participatory budgeting processes.
Besides, the next United Cities and Local Governments World Council (UCLG), to be held from November 16 to 20, 2010 in Mexico, was presented. 3 plenary debates are scheduled at this meeting: Crisis, Cities’ Development and Cities 2030, year in which the majority of the world population will be living in cities.
The new corporative image of the FAL NETWORK and the catalogue of publications were presented to the Driving Group.
Among the various reports presented during the meeting, we underlined the Communication and Publications report elaborated by the Network’s Technical and Communication Secretary. Along with other novelties, the new corporative image was enhanced, as it makes more coherent the ancient logo, already old-fashioned, and the new website, much more adapted to the new image.
As far as the publications are concerned, a proposal was made to elaborate the WSF 10 years Book, as a way of presenting the FAL's history and all the texts resulting from the nine assemblies held during these 10 years. Besides, this publication will compile opinion articles written by the members willing to elucidate about the future of this process and to evaluate the work carried out until present.
